Why does exclusion in this city start with paperwork?
Because in Glen Cove the question “what am I closing?” has a genuinely uncertain answer until somebody establishes it.
On a detached house the envelope and the ownership are the same object. You walk the building, list the openings, close them, and the job has an end. That model covers about 48.8 per cent of this city and no more.
The rest is shared. Some 1,513 units sit in two-family buildings, 990 in three- and four-unit buildings, 395 in five to nine, 237 in ten to nineteen, 820 in twenty to forty-nine, and 1,461 units — 12.8 per cent of the city — in buildings of fifty or more. Roughly 5,439 occupied units, 47.5 per cent, are rented. On any of those, the exterior wall is one boundary among several, and the ones that matter are usually internal.
So the first deliverable is a description rather than a list of holes: how many dwellings the building holds, how the floors connect, which walls are shared, where the services run vertically, what the cellar is connected to, and who owns each of those things. Everything after that follows from getting it right, and getting it wrong produces the familiar outcome — a conscientiously sealed exterior and a building that carries on producing complaints.
Glen Cove is better placed than most markets to answer those questions quickly, because it is a city. It separated from the Town of Oyster Bay on 1 January 1918 and runs its own building department, code enforcement, public works and sanitation, so the record, the permit and the enforcement route are all in the same place. That is a practical advantage and it is worth using before anybody sets up a ladder.
What does the Landlord Registry put on file that this work needs?
A floor plan with dimensions, and a person to send the scope to.
Every owner of a one- or two-family dwelling unit in rental occupancy must register with the city within 30 days, unless the owner of record or an immediate family member maintains bona fide occupancy at the premises, and there is a rebuttable presumption of rental status where the owner does not live there. Registration requires the property address, owner contact details, detailed floor plans with dimensions, parking availability and the designation of an agent for service of process. The inspection is not a pest inspection and it should never be presented as one. Its usefulness here is indirect and real: a building looked at on a cycle by an authority has a ceiling on how far it can drift, and an owner has a scheduled prompt.
The floor plans are the part this work uses directly. An exclusion scope on a divided building depends on knowing where the dwelling boundaries are, where the stair runs, how the cellar relates to the units above and whether a space that is being used as a dwelling is one on paper. Most work on small rental buildings begins by sketching that from scratch and getting some of it wrong.
The agent designation is what stops the job stalling. On shared buildings the person reporting a problem is frequently not the person who can authorise a repair — a tenant may keep an apartment immaculate and have no access to the cellar, the riser, the roof or the yard. Addressing the scope to the occupier burns a season. Here there is a named recipient.
This is a City of Glen Cove requirement. It is not a state rule and it is not a New York City one, and it applies to the small rental stock rather than to the large blocks, whose framework runs through property management pest control and co-op and condo pest control. What breaks when a cellar is occupied that should not be?
The bottom of the envelope, in four places at once.
The city’s code enforcement is direct about this. Cellar and basement occupancy is prohibited. A dwelling cannot be occupied by more families than the law allows it. Rental of a dwelling unit or any portion of one for less than 28 days is not permitted.
Those rules exist for habitability and life-safety reasons. The consequences for exclusion are a by-product, but they are consistent enough to describe.
New penetrations, cut by whoever did the work. A conversion needs waste, supply, power, ventilation and often a cooking extract. On a below-grade space in an old building, each of those goes through masonry or through the slab, and each is made good to the standard of an unpermitted job.
A partitioned wall face. Studwork and finishes against the cellar wall hide the sill line, the joist bearings and the top of the foundation — the exact surfaces this work needs to reach.
A second entrance. Occupancy below grade usually means an exterior route in: an areaway, a hatch, a converted coal chute or a rebuilt basement door. Those are large openings at or below ground level, frequently in a yard where the refuse is.
Ventilation blocked to make the space habitable. This is the one that causes lasting damage. An opening that was moving air in a cellar on a shoreline with a high water table has been closed to stop drafts, and the timber above it starts holding moisture it did not hold before.
Where an exclusion survey finds this, the honest report says so and routes it to the city rather than working around it. Closing openings in a space that is being used in a way the code prohibits produces a scope that will be undone the next time the space is altered.
What is the envelope of a building with a refuse chute?
Larger than the building, and continuously resupplied.
About 1,461 Glen Cove units sit in buildings of 50 or more and a further 820 in buildings of 20 to 49. A building at that scale has shared infrastructure that a house does not, and each item is simultaneously a route, a resource and a place where an exclusion scope either lands or does not.
The chute and its terminal room. A vertical shaft connecting every floor to a compactor or bin room, warm and supplied daily. Sealing work elsewhere in a building while the chute hoppers are not closing properly and the terminal room floor is not cleanable does very little. This is a maintenance and specification question rather than a sealing one: hopper doors that seat, a room with a hard cleanable floor and closed junctions, and a schedule.
The loading area. A door that is open for deliveries is not an opening that can be sealed. It gets managed — a defined receiving time, a threshold and sweep that meet the slab, and pallets and cardboard off the floor and out of the area rather than stacked against a wall.
The parcel room. Cardboard arrives every day. It is a transport mechanism for German cockroaches in particular, and a room stacked to the walls cannot be inspected or cleaned.
Risers, ducts and service corridors. Every floor penetration in every riser is a compartmentation item. Escutcheon plates where supply pipes pass through finishes, rigid closure with a metal facing at cable and conduit bundles, and non-combustible material fitted to allow movement at any chase carrying a flue.
The podium, the deck and the yard. Ground-level harborage on a large building sits in planters, under decking, behind bin stores and in landscape edging.
The plant room and any shared cellar, which is where a population lives when it is not in a dwelling.
None of that is reachable by an occupant, which is why the scope on a building of this type is addressed to the freeholder, board or managing agent, and why the sequence runs from the shared infrastructure upward rather than complaint by complaint.
Why does new, tight waterfront construction still need this work?
Because what it removes is incidental ingress, and what it does not remove is traffic.
Garvies Point now carries over 1,000 LEED-certified housing units plus 75,000 square feet of commercial space, a ferry terminal that opened in 2016 with capacity for more than 1,600 passengers a day, a marina, walking paths, a beachfront park and an amphitheatre, with The Green at Garvies Point adding 55 affordable apartments. Some 1,152 units have been added citywide since 2010.
Modern air sealing, continuous insulation, mechanical ventilation and controlled envelopes genuinely reduce the classic entries. There is no open band joist. There is no bowed sixty-year-old soffit. Service penetrations were sleeved and sealed as a matter of specification rather than by whoever held the drill.
What arrives instead is operational.
Doors that are open by design. Lobbies, loading, refuse, bicycle stores, plant access and garage entrances. A garage door serving a residential building cycles many times a day and its seals are a wear item.
Thresholds under heavy traffic. A door sweep on a busy entrance has a service life measured in months, not years.
Terminations at scale. A large building has a great many exhaust, intake and relief terminations, and each one needs a proper terminal rather than mesh.
Deliveries. Several hundred households moving cardboard through one building every week is an effective distribution system regardless of construction quality.
The podium interface. Where a landscaped deck sits over structure, the junction between planting, drainage and the building below is a detail that is easy to build and hard to inspect.
So the scope on a new building is a specification and a schedule rather than a list of holes: which doors get sweeps and how often they are checked, what the refuse regime is, how deliveries are received, and who checks the terminations.
There is one further constraint on this ground. Of the 214 acres in the waterfront redevelopment area, 68 acres sit within state and federal Superfund sites, with land use restrictions imposed when the Li Tungsten cleanup completed in 2008. Any below-grade work, excavation or grade alteration there has to be established as permitted before it is scoped.
What does the relief do to the base of a building?
It concentrates water on one elevation, which decides where the base of the envelope fails first.
The city’s average elevation is about 45 feet, with a range from sea level at the shore to 175 feet at a point between Harbor Hill and Carpenter Street. Steep knolls and slopes break up the level ground, and the steepest slopes and bluffs run along Hempstead Harbor, along Glen Cove Creek and around Garvies Point.
On a falling lot, exclusion work at grade has to be sequenced with the water rather than done in spite of it.
The uphill face gets the volume. Grade there is usually the highest on the building, the soil stays wettest, and any timber within reach of it is deteriorating. Closing an opening in decayed material is not closure; the substrate has to be sound first, and where it is not, that is a carpentry item to be named rather than absorbed.
The downhill corner collects. Debris, mulch and washed soil accumulate at the low corner, raising the effective grade against the wall each year.
Steps and terraces are the interface. Where a slope meets a building the junction is usually a masonry structure built against it, and the joint between that structure and the wall is a route as well as a water path.
Areaways fill. A below-grade entrance on a slope receives runoff, and where its drain is blocked the water stands against the door frame.
The right order is drainage and grade first, then the closure. Roof water taken away from the base of the wall, the grade reduced where it has buried the skirt, the areaway drain cleared, and only then the openings closed — because closing an opening in a wall that is about to be excavated is work done twice.
What does a hundred-year-old two-family house give you that a block of fifty does not?
A finishable job — provided the person who owns it is the one holding the conversation.
About 2,155 Glen Cove units, 18.8 per cent, predate 1940, and a large share of the city’s two-family stock sits inside that figure. Those buildings are shared, so they carry the compartmentation problem: a stair, a chimney chase, a plumbing riser, an electrical run and a later bundle of cables, all passing through floor structures that were never fire-stopped and certainly never pest-stopped. Closing those at each floor is the work that stops a problem in one dwelling becoming a problem in two.
What a building of that size offers, and a fifty-unit block does not, is reach. There is one cellar and it can be seen in an afternoon. There is one roof. There is a yard rather than a podium. There is usually one owner, or two, rather than a board and a management company. The whole envelope can be walked in a morning and the whole scope can be executed in a few visits.
The pre-1940 fabric is the harder half of that bargain. A rubble or early block foundation is not a wall with holes in it; it is a matrix of joints that were never a continuous seal and have had eighty years or more of freeze-thaw cycling to open. Closing it means repointing in a mortar appropriate to the wall rather than a hard modern mix, packing properly around each service sleeve rather than smearing across the face, and getting a hand on the sill line where timber bears on masonry — which on most of these buildings is behind a planting bed, below the level anyone looks.
The other pre-1940 item is the coal-era legacy: a chute, a hatch, an areaway, or a filled opening that was never properly closed when the heating changed. Those are large openings low on the building and they are frequently the answer to a problem that has been treated for years.
Two dwellings, one decision, one envelope. On this stock that is a genuinely better proposition than anything larger, and it is worth saying to somebody deciding where to spend.
Which openings on this shoreline have to stay open?
Every one that is moving air or discharging something, and near a harbor that rule is stricter rather than looser.
Hempstead Harbor’s inner reaches are shallow, its tidal range is approximately seven feet, and buildings on this shoreline work against high humidity and, in places, a high water table.
Cellar and crawlspace ventilation. These get a durable metal screen fitted so it can be inspected. Blocking them to keep animals out trades a rodent problem for a moisture problem in the sill and joist ends above, and the moisture problem is the more expensive of the two.
Roof and attic ventilation, including ridge terminations and any soffit ventilation, screened rather than filled.
Appliance and plant terminations — dryers, bathroom extract, kitchen extract, combustion relief — each with the correct terminal and a working flap. Mesh over a dryer duct lints up within a season.
Condensate, pump and overflow discharges, kept clear and, where possible, taken away from the base of the wall rather than allowed to run against it.
Areaway and yard drainage, which is a functional opening even though nobody thinks of it as one.
Material choice on this shoreline matters more than it does inland. Salt-laden air is hard on fixings and on light-gauge metal, so screening and closures on the harbor-facing elevations want corrosion-resistant material and mechanical fixings rather than the cheapest mesh and a sealant bead. A closure that fails in three years on a building nobody re-inspects is worse than no closure, because it looks done.
What has to be in the record before the next inspection?
Everything, floor by floor and tenancy by tenancy — including what nobody could reach.
An exclusion scope on a shared Glen Cove building should read as a set of located items, each with a location precise enough for a stranger to find, a description of what was found, the material used and a photograph. Anything unreachable goes on the same list with a note explaining why: behind a tenant’s finishes, in the neighboring building, under the slab, inside a locked commercial unit, on restricted ground. Conditions referred to another trade — a suspect drain for a plumber, a failed threshold for a carpenter, a settled yard for a mason — appear as referrals with locations rather than quietly disappearing.
Where a building holds several tenancies, that record earns its keep twice over. It lets the next piece of work be checked against what has already been done, and it stops the same riser penetration being closed twice while the one beside it is never touched. In a building that changes occupiers every few years, the record is the only continuity the property has.

That is not a pest benefit and it should not be sold as one, but it is a reason the record gets kept.
The re-check a season later asks what opened, what was undone, whether the ground has come back up against the building, and whether anything on the roof or at the loading area has moved.
