Structural Exclusion in Huntington Station

In the town's densest hamlet the unit of exclusion work is the building, not the apartment. Detached houses account for just 72.5 per cent of the stock, so the openings that matter are joist pockets in party walls, service chases through converted houses, refuse rooms under new apartments, and the masonry heads of eighty-year-old foundations.

What is the unit of work in the town’s densest hamlet?

The building, and on a fair number of these blocks the building is bigger than the front door suggests.

Elsewhere in the Town of Huntington the answer is easy, because a property is a detached house on its own plot with air around all four sides. In this hamlet that describes just under three-quarters of the stock. Attached housing accounts for 1,316 units. Another 1,031 or so sit in two-to-four-unit buildings, with 766 in blocks of five units and up. Tenants occupy 22.1 per cent of the whole. Density runs at roughly 6,369 people to the square mile across 5.48 square miles.

That changes the geometry of closure work in three specific ways.

Shared walls carry shared voids. Where two dwellings meet, the floor structure of each is pocketed into the wall between them. Those pockets are open unless somebody closed them, and nobody closed them, so a route exists between two buildings that have separate owners, separate services and separate opinions about whose problem this is.

The vertical is as important as the horizontal. On a detached house the productive line is horizontal — the junction where timber lands on masonry, running round the perimeter. In a converted or multi-unit building the productive lines are vertical: the stack, the riser, the chase, the boxed run beside a stair.

Access is the binding constraint. On a detached house a survey is a matter of turning up. Here, a proper survey requires the cellar, every unit, the roof void, the common parts and the yard, and those are held by different people.

So the first question on a job in this hamlet is not what to seal. It is what the building actually is, who holds each part of it, and whether the scope can reach all of it. A scope that can only reach half a structure should say so on the first page.

Why does sealing one apartment move the problem instead of ending it?

Because the compartment and the structure are not the same thing, and animals use the structure.

Take the commonest case here: a house framed in the 1930s or 1940s as one dwelling, converted at some point into two or three. Creating the second dwelling meant putting a kitchen where the framing had never carried one, setting a bathroom above a bedroom, and driving a further waste stack, gas line and electrical feed up through floors nobody had fire-stopped, let alone closed against anything smaller than a person.

Those cuts join up. A hole through a top plate meets a stud bay; a notch through a joist meets the void above a ceiling; a boxed run beside a stair connects the cellar to the roof space. What the building has now is a continuous internal circulation system that no drawing records and that no single occupant can see.

The failure pattern is therefore predictable. Seal and treat the top-floor apartment, and the animals resident in that flat go. The population in the chase is untouched, redistributes, and reports from the ground floor a few weeks later. Everybody involved concludes the work did not hold. The work held exactly as far as its boundary went.

Closing that building properly is a defined list. Every penetration through a floor plate closed at the plate rather than at the ceiling below it. Joist pockets in the dividing wall closed. Proper escutcheons where supply pipes come through finishes in kitchens and bathrooms. The boxed run beside the stair opened, closed at each floor and made good. The cellar entry that started it closed at the masonry. Then the population reduction, then verification.

What has to be closed where the ground floor sells food?

The interface between two tenancies, which is the part that belongs to neither of them.

New York Avenue and the Route 110 corridor carry the hamlet’s commercial frontage, and a large share of it is a shop or a food premises at street level with dwellings above. That arrangement produces a set of openings that a residential scope will not look for and a commercial scope will not either, because each stops at its own lease line.

The ceiling of the commercial unit and the floor of the apartment above. One structure, two tenancies. Service penetrations cut by the ground-floor fit-out arrive in the floor void of the dwelling above.

Extract and make-up air. A kitchen extract run, its riser, the terminal at roof level, and the make-up air path. Each is a duct through the building with a penetration at every floor it crosses.

The refuse arrangement. The enclosure in the yard, the route between it and the back door, and the door itself. On these frontages the yard is small, shared, and holds the grease container, the bins and frequently the wastewater covers within a few paces of each other.

The rear service door. Held open in warm weather, worn at the threshold, and the single most reliably defective closure on a commercial frontage.

The cellar. Often shared, often the only route to the drainage, and often the point at which the building’s real defect turns out to be a broken line rather than an opening in a wall.

The specification for closing them is the ordinary one — sheet metal at chewable edges, mesh and hardware cloth where air has to pass, mortar and hydraulic cement at masonry, proper sweeps and thresholds at doors, mechanical fasteners throughout — but the commissioning is not ordinary. Somebody has to hold the whole building. That is usually the freeholder or the managing agent, and it is the model set out at restaurant pest control and across the commercial program.

What does the new construction ask for instead?

Fewer openings, larger, and a handover record that mostly does not exist.

The podium buildings raised here in the last dozen years are tight structures: 303 apartments at Avalon Bay, finished in 2013; 66 units above a commercial floor at Gateway Plaza; 16 above retail at Northridge; 76 townhomes at Country Pointe; 14 condominiums at Columbia Terrace. That is precisely why their closure list is short and specific.

The garage ramp threshold. A vehicle door on a sensor, a below-grade ramp and a threshold that fills with grit. It is open several times an hour at peak and no seal survives that without maintenance.

The loading and refuse doors, and the refuse room behind them, which is warm, wet and continuously supplied.

Cored penetrations at the below-grade wall for water, sprinkler, gas and communications. Sleeved to code. Sealed to nothing.

Risers and chases at every floor, which in a new building are usually fire-stopped, which is not the same as closed — a fire-stopping detail can be entirely correct and still leave an annulus a mouse walks through.

The elevator pit and the lowest core level, the wettest and least-visited part of the structure.

The ground-floor tenancy fit-out. Done after handover, to a tenant’s brief rather than the base build’s, and responsible for the final and least-documented set of holes in the structure.

The awkward part is documentation. The people who built it have gone, the fit-out drawings sit with somebody else, and the party now responsible has no schedule of penetrations. So a first survey on a building under fifteen years old is half closure and half archaeology, and the deliverable includes the schedule the building never had.

What does an eighty-year-old foundation need?

Masonry, and a decision about the stud bays above it.

About 1,318 units here predate 1940 and a further 1,173 went up in the 1940s, and those buildings mostly sit on rubble, fieldstone or early block. The distinction from post-war construction is not that the wall is worse; it is that the wall is not a single surface. Mortar joints were never a continuous seal and eighty winters of freeze-thaw have opened them further, so an opening at grade is often not a hole in a wall but a path through one.

Closing that properly is bricklaying rather than sealing. Failed joints are raked out and repointed. The head of the wall where the sill bears is packed and closed. Where a joist end sits in a masonry pocket, the pocket is closed around the timber rather than filled over it, because the timber needs air on the sides of it and filling the pocket solid converts a pest problem into a decay problem.

Then there is the framing above, and on a genuinely old frame house this is the decision that changes the outcome. Balloon framing runs a stud bay from the cellar to the roof with no plate to interrupt it, so an animal entering at grade is inside a vertical shaft that opens into the attic. Closing the bays at the top of the foundation converts that shaft into a series of short compartments, and it is the highest-value single item on those buildings.

A third item cannot be seen from the sidewalk at all. A great many of these houses have been re-clad, aluminum or vinyl laid straight over the original weatherboard, which leaves an unbroken cavity from grade to soffit behind the new skin. The closure goes in at the sheathing and the framing behind that skin. Caulking where the cladding meets a wall hides the defect and changes nothing behind it, which is worse than leaving the wall alone.

What does the ground around the station add?

A great deal of sheltered edge, and structures that belong to nobody’s building.

The blocks nearest the platform are unlike anywhere else in the town. Urban renewal in the 1960s took down 86 businesses standing around the railroad station, and the commuter parking that replaced them is still in place. One multi-story garage was added to the south side during the 1980s, another to the north side in 1990s work. In peak weekday hours some 5,000 westbound commuters pass through, while the resident population inside half a mile is about 1,726 households, or 6,147 people.

For closure work that produces a set of items that sit outside any single property line but decide what arrives at it.

Deck edges and expansion joints. A parking structure is mostly horizontal slabs with joints between them and a continuous perimeter upstand. Both are sheltered runs.

Planters and landscape strips in and around the parking, holding permanently damp soil against structure.

Service hatches, vaults and gratings in the sidewalk, some serving buildings that were demolished before the current owners bought.

Bulk refuse points serving several tenancies at once, on a collection schedule rather than a continuous one.

None of that is a reason to leave a building here open; it is a reason to expect pressure against a closed one and to prioritize accordingly. On a property backing onto parking or the rail edge, the money goes into the ground line and the lowest three feet of the building first, because that is where everything arriving from the shared ground meets a wall somebody owns.

Which openings have to stay open?

All of them that move air or discharge something, and getting this wrong is the most expensive error available in this work.

The first request from anyone who has just found animals in a building is to shut it completely, and on a hamlet carrying this much old fabric that produces moisture damage costing more than the animals ever did.

Foundation and crawlspace vents are screened in metal of a gauge that will still be there in a decade, fixed so the next inspection can verify it, and never packed.

Gable, soffit and ridge ventilation is what dries a roof structure. Close it and the sheathing sweats on its underside all winter, and damp sheathing is the substrate that both decay and carpenter ants want.

Dryer, bathroom and range terminations need a proper terminal with a flap that still moves. Mesh across a dryer termination blocks with lint inside a season, and a blocked dryer duct is a fire matter before it is a pest matter.

Combustion air openings are a life-safety provision held by the heating trade and are never on a closure list. In a converted house with two appliances sharing one cellar, that carries more weight than usual.

Condensate and pump discharges must keep discharging. Where one is soaking a bed against a wall the answer is a longer run, not a plug.

Weep holes in brick veneer are drainage. They are screened with stainless or copper mesh, never sealed, and this is the detail most often done wrong on the older streets here.

Say it plainly to whoever signs the scope. Exclusion tightens a building against animals and leaves every working airway working.

What material goes on which substrate?

Whatever is rigid, mechanically fixed and matched to what it is fixed to — and on this hamlet’s streets there are four substrates in a single block.

Old masonry takes mortar and hydraulic cement, with repointing where joints have failed.

Poured concrete wants hydraulic cement at a crack or around a sleeve, and it is a straightforward surface to work because every defect in it has edges.

Timber at the sill, the band joist and the rafter tails takes a rigid closure fixed into sound material, and any exposed edge gets metal laid over it. A rodent begins at an edge and cannot begin on a flat face, so removing edges beats sealing surfaces.

Cladding is a rain screen, not a barrier. Work belongs behind it.

The list we carry is short. Sheet metal in 26 gauge, galvanised, bent to the opening on site. Copper or stainless mesh for packing an annulus, chosen so nothing rusts down a brick face. Hardware cloth on every opening that must pass air. Mortar and hydraulic cement into masonry. Xcluder sweeps on doors and Xcluder fill fabric at services. Xcluder GEO below grade against burrowing. Mechanical fixings on all of it, because an adhesive is only as good as a surface nobody prepared.

On expanding foam our position is flat: it does not go on our jobs, in any role. Cured foam offers a rodent no resistance worth the name, and the bigger cost is that it disguises the defect — the next person along reads a filled hole as a closed one. In a building with tenanted units and a rotating cast of trades, that misreading can run for years. We took the argument away by not carrying the product.

How is the work sequenced when a fifth of the units are let?

Around access, not around weather — which is the reverse of how it runs on the detached stock.

On a house, the calendar drives everything: close before the autumn move, diagnose in the cold, read the ground in spring. Those seasons still apply here and the late-summer-to-November window is still the one that decides the residential year. But on a converted or multi-unit building the constraint that actually delays jobs is getting into every space once.

A workable sequence looks like this.

Agree the whole building first. The owner or managing agent commissions the structure, not the complaining unit. Anything less produces the redistribution pattern described above and a client who reasonably concludes the money was wasted.

Survey with the cellar and the roof void open, and with stored material moved off the perimeter walls beforehand. Half an hour of preparation is the difference between an inspection and a walk-through.

Reduce before closing. Sealing a building with an active population inside removes the route out rather than the animals, and in a converted house with small closed voids a dead animal in a floor structure is not retrievable without opening it.

Then close, unit by unit but to a building-wide list, with proper notice to residents and a single visit per space wherever possible.

Then verify in the cold. What a closed building does on a December morning is the only honest test of the work.

The administrative note is short. A screened vent, a packed sleeve, a new door sweep and a replaced duct terminal are maintenance items. Once the remedy is a new sill section, a vent cut where none existed, a rebuilt stoop, a wall holding back grade or a roof opened and reclosed, it is construction. This hamlet has no village board of its own, so the filing goes to the Town of Huntington — one desk, which is a genuine simplification compared with the markets that straddle a town line.

What does the record have to show?

Located items, named materials, photographs, and an honest list of what could not be reached.

A scope worth paying for on a building here reads as a schedule rather than a narrative. Openings numbered and located, each carrying the finding, the material and a photograph. Ventilated openings with the screening named by type and gauge. Drainage and refuse findings recorded against the trade that owns them, because on these blocks a fair share of the real defects belong to a plumber or a drainage contractor and pretending otherwise bills the client twice. And a list of what was not opened — the flat nobody was home for, the elevation of the cellar wall behind a finished partition, the neighbor’s side of a party wall — with the reason.

That last list is the test of the document. On a mixed hamlet with tenanted units and shared structures, a report showing nothing unreachable has not been everywhere it claims. Naming the gap is what lets an owner close it next time.

The record is also what turns the job into something an owner can maintain. The four things that undo this work a year later are always the same: a new penetration drilled by a trade nobody briefed, a threshold or sweep worn out at a door that gets heavy use, a border built back up against the wall, and a fit-out in a commercial unit that opened a ceiling. All four are visible to the person who is there every day, and a household or a superintendent who has the schedule will spot them.

Why can a single apartment not be sealed on its own here?

Because the apartment is not the boundary. In a converted house or a small block the plumbing chase, the electrical riser and the joist pockets in a dividing wall all cross it, so closing one dwelling redistributes the population into the next rather than removing the route.

What does exclusion cover in a mixed-use building?

What a conversion changes is access rather than paperwork: the work runs through cellars, risers and floor structures that tenants cannot admit anyone to on the day, so entry is arranged in writing before dates are set. A filing enters it only once the remedy becomes construction — a section of sill renewed, a vent formed, a stoop rebuilt, grade held by a wall — and the hamlet has no village board, so that goes to the Town of Huntington.

What should the paperwork show when the job is finished?

By the record. Each opening should be located and carry its finding, its material and an image, and anything out of reach should be listed with the reason it was out of reach. On a building with tenanted units, a report showing no unreachable items has usually not been inside all of them.
