Structural Exclusion in Port Washington

A hillside house here has two sealing problems on one lot. The foundation is buried at the uphill side and exposed at the downhill side, so the openings change elevation by elevation. Add salt air shortening the life of every metal component and the specification matters as much as the survey that produced it.

Why does the same house have two different sealing problems on one lot?

Because the ground moves past it. A house on a slope does not have a perimeter — it has four elevations at four different relationships to grade.

Beacon Hill reaches roughly 270 feet and the Town Dock sits at sea level, and most streets on this peninsula have a meaningful gradient somewhere along them. A house built into that gradient has its foundation buried at the uphill side and progressively exposed as you walk downhill around it. On the back elevation the sill plate may be three feet below grade and physically unreachable. On the front it may be at knee height with a full course of block showing beneath it.

Everything about exclusion follows from that. The sill line — the junction where the frame meets the top of the foundation, and the highest-value single closure on most houses — exists as a target on some elevations and not on others. Crawlspace vents that sit clear on the downhill side are buried on the uphill side, where they are frequently full of soil and no longer venting anything. Utility penetrations that are accessible at the front are underground at the back. And the roofline changes too: where a house is cut into a bank, the ground behind it can be close to eaves level, so an animal walks onto the roof rather than climbing to it.

The practical rule is that a hillside survey is four surveys. Anyone who forms a scope from one elevation, or from photographs taken from the street, has priced a different building. The general method is set out under structural exclusion; this page is about what the peninsula does to it.

What does a terrace or a retaining wall have to do with exclusion?

They are structures on the property that hold harborage, and on a terraced lot they hold most of it.

You cannot build on this much relief without holding ground back, so terracing is the defining landscape feature here: stepped gardens, banks cut and walled, garden stairs, driveway edges, planted terraces above and below a house. Each of those has three features that matter.

Loose fill behind the wall. Backfill is looser than undisturbed ground by definition, and on a peninsula whose native material is coarse moraine sand and whose developed ground includes a century of placed fill, that means digging is cheap. A bank behind a retaining wall is prime burrow substrate with a solid roof over it.

Openings at the base and at the drainage. A wall’s weep outlets, the gap under a bottom course, and the void where a wall meets a step or a pier are all entries into that fill. They cannot simply be sealed — the drainage has to keep working — so they get mesh sized to exclude while passing water.

Timber going soft. Where the wall itself is timber, the buried face and the tie-backs are wet, and after a couple of decades they are soft. That is harborage, and buried timber gone soft is also the resource a carpenter ant colony works, which puts it under ant control in Port Washington as well.

Decks and terraces have their own version. The space beneath a deck is one of the most productive voids on a property here — sheltered, dry, undisturbed, and immediately against the house wall. Lattice is not a closure; it is a screen with the visual appearance of one. The closure is a metal skirt, buried or set into a hard edge, returning to the structure at both ends, with an access hatch so the space can be inspected rather than forgotten.

The point that gets missed is that exclusion on a terraced lot is not only work on the house. If the harborage above and below the building is untouched, the building is being defended against a permanent supply.

Why does metal choice matter more than sealant choice here?

Because the metal is the barrier, and near tidal water metal has a service life.

Salt air changes the failure mode of every metal component on a building. Ordinary galvanised hardware cloth corrodes first at the cut edges, where the coating was interrupted by the shears, and a corroded cut edge in a foundation vent is an opening at precisely the height a mouse is looking for. Plain steel wool packed into a penetration rusts, loses its structure, slumps, and leaves a brown stain running down the wall to advertise the failure. Ordinary fasteners rust and back out, and a mesh panel with three failed screws is a hinged flap.

So the specification on this peninsula is not an upgrade, it is the minimum that survives: stainless steel and copper mesh, stainless fasteners, sheet metal and flashing to protect chewable edges, and mortar or hydraulic cement where the opening is in masonry. The price difference is trivial against redoing a perimeter in six years.

There is a second metallurgical point that gets ignored constantly and matters more here than inland. Dissimilar metals in contact, in the presence of salt-laden moisture, corrode preferentially at the junction — the less noble metal goes first. That means copper mesh fixed hard against aluminum soffit, fascia or trim will attack the aluminum; it means steel fasteners through copper are a poor pairing; and it means a stainless panel screwed to a galvanised component sets up the same problem in reverse. The fixes are ordinary: match the metals, or isolate them with a non-conductive separator, or select the fastener to suit the panel rather than to suit what is in the van.

Sealant, by contrast, is a finishing material. It fills the last few millimeters over a mechanical closure, keeps water out of the joint and makes the work look deliberate. It is not the barrier, and on a sun-and-salt elevation it chalks and loses adhesion faster than it does on a sheltered one. The same applies with more force to expanding foam: rodents chew straight through cured foam, and because it looks like completed work an open route gets recorded as closed.

Should a low crawlspace be vented or closed?

Close to the water, usually closed — and that is a change of philosophy rather than a change of hardware.

A vented crawlspace exchanges the air beneath a house with the air outside it. The theory is that ventilation dries the space. On this peninsula, for several months a year, it does the opposite. Summer air off Manhasset Bay or Hempstead Harbor is close to saturated on a humid morning. It enters the crawlspace, meets framing and ductwork that are cooler than it is, and gives up moisture onto those surfaces. The framing that started the summer damp finishes the summer damp.

That has three consequences for exclusion work specifically.

Wet framing is soft framing, and soft framing accepts an animal or an insect that sound framing resists.

Corroding vent screens. In a permanently humid space near salt air, ordinary screening fails quickly, and the vents are at rodent height by design.

Nobody goes in there. A crawlspace that is wet, low and unpleasant is inspected once and then avoided, so failures accumulate unobserved.

Closing and conditioning means a sealed ground vapor barrier lapped and fastened up the walls, the vents closed properly rather than stuffed, the perimeter walls insulated, and humidity controlled mechanically where necessary. That is building work, and it is honest to say at the survey that it is the largest item on the proposal and that it is not pest control in the narrow sense. It is also usually the item that decides whether anything else lasts.

Where a crawlspace is to remain vented — because of how the house is built, or because the budget goes elsewhere this year — then the vents get robust stainless or copper screening in removable frames, and the access hatch gets a proper closure rather than a board leaned against an opening.

What is the repeatable failure list on a late-1950s house?

Short, consistent, and the most efficient work available in this market.

Roughly 29 per cent of units in the census area date from the 1950s, and Port Washington North’s Soundview section began construction in 1959, which makes that build type unusually legible. When houses were built to a common pattern within a few years of each other, their failures repeat, and scoping becomes quick and predictable.

The list:

Sleeved and unsealed utility penetrations. Water, gas, electrical and later cable and communications, each brought through a sleeve that was required and a seal that was not. Later services were often drilled through without any sleeve at all.

The attached garage. A door bottom seal that no longer meets the slab or the jamb, a step-down into the house, a sill line hidden behind stored goods, and the point where the utilities gather.

Crawlspace vents and hatches, as above.

Dryer and appliance vents with dampers that no longer close, and hoods that were fitted without a guard.

The sill line at the exposed elevation, particularly where siding has been replaced and the bottom coverage changed.

Aluminum soffit and fascia, retrofitted over original woodwork from the 1970s onward. It is thin, it deforms at the ends of runs, and it frequently hides a soffit return that was never closed underneath. The channel behind it can be an open route into the roof void along the whole length of a house.

Later additions. A family room, a sunroom over a former patio, a dormer. Every junction with the original structure is a candidate.

None of these is difficult. What makes the work worthwhile is doing all of them at once rather than closing the two that were obvious.

What does exclusion on a masonry estate involve?

Roof, service penetrations and outbuildings, in that order, and it barely resembles work on a frame house.

The heavy fabric at the northern end of the peninsula — Castle Gould of 1902, the Tudor Hempstead House with its sixty-foot foyer, the French-Norman Falaise of 1923, all on the 216-acre Sands Point Preserve, and the private properties around Sands Point and Harbor Acres built in the same tradition — has thick masonry walls, complex rooflines and extensive grounds.

The sill-line thinking that governs a frame house barely applies. Entry is elsewhere:

At the roof. Where slate, tile and lead detailing meets stone; where towers, dormers and turrets interrupt roof planes; at valleys and at the junctions between roof levels; and at flues without proper caps.

At service penetrations. A century of different trades bringing services through thick walls leaves a large number of holes packed with whatever was to hand at the time.

At open mortar joints, especially at the head of a wall, at parapets and copings, and around embedded elements.

At the outbuildings. Garage blocks, garden stores, stables converted to other uses, pool houses and boat houses. These are lighter, less maintained, and closer to the ground, and a population is frequently established there long before it reaches the main house.

The correct materials on these buildings are mortar, hydraulic cement, sheet metal and stainless or copper mesh. Sealant alone is decorative on a wall like this, and foam is worse than useless because it looks like finished work for exactly one season. The work is also slower, because access on a complex roof is a project in itself and because the survey has to cover an enormous accessible surface area.

What does the compact housing at Manorhaven need?

Corrosion-led work, on lots where access is the constraint.

Manorhaven is dense waterfront and near-waterfront housing on small lots, close to the water table and close to the marinas. Everything on this page about salt air applies here with the volume turned up, and two additional conditions apply that do not on the hill.

Buildings are close to each other. On a tight lot the gap between two houses can be narrow enough that one elevation is genuinely awkward to work on, and it is usually the elevation nobody has inspected. That side accumulates: a corroded vent, a hose bib penetration, an abandoned service, a gap where a later addition met the original wall. It also collects leaf litter and stored items because it is the space nobody uses.

Boundaries and adjacency decide the outcome. Harborage on a neighboring lot — stored boats and cradles, a shed with a gap under its floor, stacked material, an untended bank — sits a few feet from your wall. Sealing your own building is still the right work and it is what keeps animals out of it. It will not reduce the pressure against it, and it is fairer to say that at the survey than to imply otherwise.

The specification here leans hard on material selection. Vent screening on this ground is a consumable if it is the wrong metal and a permanent component if it is the right one. Fasteners rust visibly within a season if they were chosen for an inland job. Sheet metal protecting a chewable edge at a door bottom or a sill will last if it is the right alloy and stain the wall if it is not.

Which openings are found only from the inside?

Several of the most important ones, which is why a survey that stops at the perimeter is incomplete.

Daylight from a dark space. Standing in a cellar, crawlspace, attic or garage with the lights off on a bright day is one of the oldest and best diagnostic methods there is. Light comes through openings. On a hillside house the exposed downhill foundation frequently shows a line of light at the sill that is completely hidden outside behind planting or a terrace.

The garage ceiling and the room above it. Where a room sits over an attached garage, the floor structure between them is a horizontal void that connects to the exterior at the garage’s own gaps. It is unfinished on the garage side in a lot of post-war houses, and it is a route into the house that no exterior walk finds.

Behind panelling in a finished lower level. On a hillside house the lower level is partly below grade on one side and finished on the other. What is behind the panelling is the exposed part of the foundation and everything that comes through it.

Wind. On a windy day, an unsealed soffit run, a lifted aluminum fascia end or an open ridge closure is audible and often felt as a draft at a ceiling edge. Air leaks and animal entries are largely the same holes read with a different instrument.

Cold mornings. A still, cold morning makes air leakage obvious at rim joists, soffit returns and unsealed penetrations, which is why winter is a productive diagnostic season here even though it is a poor construction one.

Stored goods moved. Nothing along a cellar or garage perimeter can be assessed until the wall behind it is visible. Clearing a foot of space along the walls before the survey is the single most useful thing an owner can do, and it is better done the day before than during.

What must not be closed on a waterfront property?

More than people expect, and closing the wrong opening is one of the more expensive mistakes available here.

Weep and drainage details. Weep holes in brick veneer exist to let water that got behind the brick drain out. Sealing them turns a drainage detail into a moisture trap and produces the damp sheathing that structural insects need. They get mesh sized to exclude insects while passing water — never caulk, never foam.

Retaining wall drainage. Blocking a wall’s outlets puts water pressure behind it and eventually damages the wall.

Crawlspace vents that are still doing a job, where the space has not been converted to a closed and conditioned assembly.

Flue terminations. A chimney needs a proper cap with a spark arrestor screen, not a board.

Combustion and mechanical air supplies, and appliance vents, which get guards and working dampers rather than closure.

Bulkhead and shoreline structure drainage, which is doing structural work and is not a pest item.

The rule that covers all of them: exclusion changes what can pass through an opening, not whether the opening exists. Where an opening has a function, the work preserves the function.

Who has to approve exterior work on this peninsula?

It depends on the address, because greater Port Washington contains several jurisdictions.

Four incorporated villages sit wholly within it — Baxter Estates, Flower Hill, Manorhaven and Sands Point — plus Port Washington North, incorporated in 1932, and there are unincorporated areas administered by the Town of North Hempstead between and around them. So two properties a short distance apart can sit under different arrangements for anything that counts as exterior alteration.

Most exclusion work is repair and maintenance and raises none of this. Some items can: altering grade or drainage, rebuilding a masonry element, replacing a section of roof edge, changing a chimney termination, work on a shoreline structure such as a bulkhead, and any work on a property within a designated historic area — the Mill Pond historic district in Port Washington North, designated in 1973 with eleven sites landmarked in 1982, being the obvious local example.

The sensible habit is to establish which jurisdiction a property sits in before scoping anything structural, and to say plainly when an item is likely to need someone else’s sign-off rather than discovering it after the scaffolding is up. What does verification look like when the ground is still moving?

Scheduled, photographed, and repeated — because the failure modes here are time-based rather than one-off.

A defensible record is a set of locations rather than a service ticket: an annotated plan or elevations marking every opening found, what it was, what closed it, and dated photographs at each one. It names what was found and not closed, with the reason — buried under a terrace, needs siding removal, requires a decision on a planting bed, sits on a neighbor’s structure. A perimeter that is ninety per cent closed is not ninety per cent effective, and an owner is entitled to know which ten per cent remains.

Then the checks, which on this peninsula have specific triggers:

After a heavy storm, which shows where water arrives and frequently reopens a joint at the same time.

After the first freeze-and-thaw cycle, on any masonry or mortar work.

At the end of the first year, on the metal components on exposed elevations, because that is where the service life is shortest.

After any excavation on or near the property, including a neighbor’s, because ground that has been cut and filled continues to settle and because disturbance moves animals.

Why does one house need a different approach on each elevation?

Because on a slope the foundation exposure changes as you walk round. What is three feet underground at the back is at knee height at the front, so the sill line, the vents and the utility penetrations are reachable on some elevations and buried on others. A survey of one side of a hillside house is a survey of a quarter of it.

Is copper mesh better than galvanised?

What about the space under a deck?

It is one of the most productive voids on a property here, and the correct closure is a buried or hard-edged metal skirt rather than lattice. Lattice is decorative. An animal goes through or under it in minutes, and once beneath the deck it has direct access to the ledger and the wall behind it.

Will the villages need to approve this work?
