What does exclusion mean when the envelope is not the boundary?
It means closing the routes the building itself provides, rather than walking a perimeter.
On this peninsula the answer to “what needs sealing?” depends entirely on which of two building types you are standing in front of. Roughly seventy per cent of Great Neck’s housing is detached, and on those properties exclusion is recognizable perimeter work: sill line, penetrations, garage, crawlspace, roofline. But about seventeen per cent of the units sit in buildings of fifty or more, concentrated around Great Neck Plaza, and in those the exterior wall is close to irrelevant. Their pathways are internal and vertical, built into the structure when it went up.
That is a different discipline using the same principle. The principle is that a pest problem is a property of the building — an opening, a route, a void — rather than a property of the animal, and that changing the building is what makes the change permanent. The general treatment of that is under structural exclusion. What varies here is the surface you are working on.
There is a third category on this peninsula that belongs to neither: the 1920s covenanted yard-suburb houses in Kensington and Russell Gardens, and the estate properties in Kings Point and Saddle Rock. Those are detached, so the envelope is the boundary, but they are built in masonry, stucco, slate and clay tile with deep eaves and complex roof geometry, and almost none of the standard exclusion catalog fits them without modification.
So a scope here begins with three questions. Which building type is this? Which village is it in, and what does that village require? And what is the roof made of — because on this peninsula that answer changes the method, the access equipment and the cost more than anything else.
Where are the pathways in a Plaza apartment building?
Vertical first, horizontal second, and the cellar underneath both.
Plumbing chases. Behind every stack of kitchens and bathrooms there is a void carrying supply and waste from cellar to roof. Where it was not firestopped and sealed at each floor it is an open shaft, and it is the single most productive item on any list in these buildings.
Riser and conduit penetrations. The annulus where a heating riser passes through a slab, usually hidden by an escutcheon plate that covers without sealing. Electrical risers. Cable and data runs added over decades, each one a fresh hole through a floor.
Joist pockets. Where floor joists are pocketed into masonry, each pocket is a void, and a line of them is a horizontal route through a building — and into an adjoining one where a wall is shared.
Abandoned services. Disused dumbwaiter shafts, capped incinerator flues, redundant vent stacks, gas lines cut and left. Buildings of this era on the peninsula carry all of them, they appear on no drawing, and they are found by looking rather than by asking.
Refuse infrastructure. The chute, the compactor or storage room, and the gaps around the chute where it passes each floor.
Corridor voids. Dropped ceilings running the length of a floor, and the gap under every apartment door.
The cellar and its connections. Mechanical rooms, storage areas, laundry, exterior penetrations at and below grade, sidewalk hatches and cellar doors, and the drain lines. A broken cellar drain line makes the building’s interior continuous with the system beneath it, and no amount of work above the floor slab addresses that.
One point deserves emphasis because it is regularly got wrong. Many of these penetrations pass through floors and fire separations, so closing them is not simply a pest matter — the material used has to be appropriate to that assembly. Where the two requirements overlap, the fire requirement sets the specification and the pest benefit follows from doing it properly. Anyone stuffing a rated penetration with something convenient has created a different and worse problem.
What does exclusion look like on a 1920s stucco and masonry house?
Careful work at the edges, in materials that match what is already there.
The covenanted garden suburbs produced masonry and stucco walls, tile and slate roofs and deep overhanging eaves. The field of those walls is not where pests get in. The edges are.
Where stucco terminates. At grade, at a change of material, at a parapet coping, and at the junction with a later addition. A render that stops without a proper closure leaves the cavity behind it open at that line.
Cracks at transitions. Above window and door heads, at changes of plane, and at parapets. These admit water rather than animals, but the wet sheathing they produce is what softens framing for carpenter ants, so closing them is exclusion work in the broader sense.
Masonry joints. Mortar in a wall of this age deteriorates at the joints exposed to splash and to freeze-thaw, and rodents and insects exploit what opens. Repointing is the correct repair, and it must be done in a mix compatible with the existing masonry. Using a hard modern mortar on soft historic brick or stone concentrates stress in the units rather than the joint, and the brick spalls. That is a permanent injury to the building carried out in the name of a pest repair, and it happens more often than it should.
Deep eaves and their soffits. A generous overhang gives a large soffit area, often with original vented panels whose screening has corroded. Behind it, the attic volume in these houses is substantial and warm.
Ivy. Established ivy on masonry holds water against the wall, hides the entire elevation from inspection, and gives a sheltered vertical route from ground to eaves. Taking it off is unpopular and it is regularly the highest-value item on the list.
What does a slate or tile roof change about the work?
The access, the materials and the price — and it is the most under-anticipated item on any Great Neck proposal.
You cannot simply walk on it. Slate and clay tile break under foot traffic. A contractor who crosses a slate roof to reach a gable louver has probably created several leaks on the way, and those cost more to put right than the exclusion did. Work on these roofs requires staging, roof ladders or hook ladders, and someone who understands how the material is laid. That is a genuine cost difference from an asphalt-shingled roof and it should appear in the scope rather than as a surprise.
Barrel and pantile roofs are open at the ends. Curved tiles leave a cavity at the eaves course and along the rakes. In correct construction those are closed with bird stops or mortar closures. On roofs approaching a century old, closures are frequently missing, broken or never installed at a rebuilt section — and where they are, you have a row of open holes running the width of the building, directly into the roof structure. Birds and paper wasps use them first; squirrels and bats follow. Closing them properly means fitting purpose-made closures or forming mortar stops, not injecting foam into the ends, which crumbles and falls out within a few seasons.
Slate roofs fail at the flashings. Valleys, chimney and dormer flashings, and the ridge. A slipped slate leaves an opening at a specific point rather than a general deterioration, so the roof can be sound overall and still have one usable entry.
Complex geometry multiplies the details. Estate houses in Kings Point and Saddle Rock have valleys, dormers, turrets, changes of pitch and multiple roof planes meeting at odd angles. Every one of those junctions had to be closed by hand at construction, and hand-closed details come open. A roofline survey on a house like that is not a fifteen-minute look from a ladder.
The animals arriving there are the roofline set: eastern gray squirrels, raccoons and big brown bats, which use gaps well under an inch at ridge lines and roof-plane junctions. All three carry a seasonal constraint — exclusion cannot proceed while dependent young are inside, because sealing then traps them — and that is checked before scheduling under wildlife management.
What does the post-war infill between the villages need?
Ordinary perimeter work, and it is the largest single category of house on the peninsula.
Roughly two fifths of Great Neck’s units were built across the 1940s and 1950s, filling the ground between the older village cores. Those houses are frame rather than masonry, with attached garages, shallow foundations, and utility penetrations sleeved through the wall and never sealed. They fail in a predictable sequence and they are, frankly, the easiest exclusion work on the peninsula.
The list runs bottom to top. The sill line where frame meets foundation, usually hidden behind a foundation planting. Sleeves for water and gas service, the electrical entry, irrigation, condensate lines and any air-conditioning line set — with the modern addition of mini-split installations cut through a wall by an installer who had no reason to think about anything else using the hole. The garage: the corners where the overhead door seal lifts off the jamb, the side door with a worn sweep, and the unsealed top plate on the wall between garage and living space, which is the actual envelope line and is almost never treated as one. Foundation vents with corroded screen and crawlspace hatches that no longer seat. Dryer terminations with the flapper broken off. And at the roof, soffit returns left open in original construction, gable louvers with torn screening, and ridge closure strips that have compressed.
The peninsula-specific factor on these houses is what has grown up around them in seventy years. Mature planting against the wall hides the sill line completely, and a foundation that cannot be seen cannot be inspected, so the first item on many of these properties is simply cutting back enough to look. The second is the tree canopy, because any limb touching a roof removes the climb for anything heading for the roofline.
Done properly, a house of this type is genuinely finishable — which is worth saying on a peninsula where so much of the other work is a long program in a shared building.
What do the villages require before exterior work starts?
It depends which village, and that is precisely the point.
Nine incorporated villages share this peninsula, incorporated between 1911 and 1931, each administering its own code. Requirements around permits, exterior alterations, tree removal, landscaping and permitted working hours are not uniform across them, and several of the older enclaves also carry private covenants that reach further than any municipal code does. Kensington and Russell Gardens were laid out as covenanted developments and the covenants are not decorative.
For exclusion work that has three practical effects. Some exterior work — particularly anything involving scaffolding, roof access, masonry alteration or the removal of a tree — may require permission or notification. Some enclaves take a view on visible alterations, which matters when the correct pest repair is a metal closure on a visible elevation and an alternative in a less conspicuous material would do the job equally well. And working hours are constrained in a way that changes scheduling on larger jobs.
None of this is an obstacle so much as a step. What causes trouble is discovering it on the morning of the work. Establishing which village a property is actually in, and what that village requires, belongs at the survey rather than at the start of the job.

It is also an argument for exclusion over recurring application, since physical work generates the notification once, if at all, rather than every time.
How is building-wide work sequenced without emptying the building?
In a planned order, mostly in spaces residents never enter.
Survey the whole structure first. Cellar, service areas, corridors, refuse infrastructure, and a sample of apartments across the affected stacks — chosen by the complaint pattern rather than by who shouted loudest. The output is a schedule of openings by floor and by stack.
Reduce any existing interior population before closing anything. Sealing a building with animals inside removes their route out and concentrates them in voids, where anything that dies is genuinely difficult to reach. This is the step that gets skipped and it is not optional.
Do the cellar and service work first. It is where the highest-yield items are, it requires no apartment access, and it produces a measurable change on its own.
Then the stacks. Chase firestopping and riser penetrations, floor by floor. Apartment access here is brief and confined to the areas around kitchen and bathroom plumbing, and it goes far better when residents have been told in advance what is happening, why, and for how long.
Then the corridors, doors and refuse rooms.
Then verify. Monitoring across the building rather than in the units that complained, on a schedule, with results recorded.
The disruption of doing this as one planned sequence is a fraction of the disruption of reacting to complaints unit by unit for several years, which is the alternative most buildings are actually living with.
When in the year should this be scheduled here?
By what the work is made of, and by what the animals are doing.
Late summer into early autumn is the highest-value window for anything aimed at rodents, in a house or a building. Mice move toward structures as nights cool, so a property closed by September does not take on the winter population, while one closed in January begins with an interior population — and in an occupied apartment building that means access to considerably more apartments and a much longer program.
Interior work in a building can be done at any point in the year, which is one of the advantages of the multifamily version. Cellars, service areas, chases and risers are indoor environments with no weather dependency, so the sequence is governed by the board’s calendar and by resident access rather than by the season.
Masonry and render repairs are temperature-dependent. Repointing, mortar closures at tile ends and stucco repair all need conditions the peninsula does not reliably provide between December and February, so exterior masonry work belongs in the spring-to-autumn part of the year. Attempting it in the cold produces a repair that fails within a few cycles, which is worse than not doing it.
Roof work waits on the weather and on the animals. Slate and tile are dangerous when wet or frozen and the material is more brittle in the cold, so roofline exclusion on the estate and garden-suburb houses is warm-weather work. That runs directly into the wildlife constraint: exclusion cannot proceed while dependent young are inside a structure, which rules out portions of spring and summer for the roofs that actually have animals in them. Sequencing around that is a scheduling problem with an ethical floor under it, and it is checked before a date is offered rather than after.
Winter is useful for surveying. On a cold morning a building shows where it leaks, and warm air escaping at a soffit, a rim joist or an unsealed penetration marks the same gaps pests use. It is a good season to produce the schedule of work and a poor one to carry out most of it.
What does the scope document need to contain for a board?
Locations, materials, sequence and limits — in writing, itemised.
A board cannot evaluate a proposal that says “exclusion work, building-wide”. It can evaluate one that lists the openings by floor and stack, states what material goes into each and why, says what has to happen first, and identifies what could not be inspected and what it would take to reach it. That document is also what allows the work to be bid comparably, and what the board will refer back to when a new complaint arrives in three years.
Three items are worth insisting on specifically here. A statement of which penetrations pass through fire separations and how they will be treated. A statement of which items require village permission or notification. And a note of the areas that were inaccessible — behind finished walls, inside closed shafts, beneath the cellar slab — because a report claiming a complete picture of a building of this age has not been done carefully enough to know what it missed.
Anyone commissioning this for the first time should read choosing a pest control contractor before going out for proposals, and boards will find the obligations framework at co-op and condo board obligations.
Why does exclusion fail on this peninsula?
Three reasons, and two of them are about other people’s work.
Somebody cut a new hole. A plumber running a new line, an electrician pulling a cable, a cable or data installer, a contractor fitting an air conditioner. In a building this happens continuously, and every unsealed new penetration reopens a pathway that was closed at expense. Buildings that hold their gains have a standing rule: any trade that penetrates a floor, a wall or a fire separation closes it properly and tells the managing agent where.
The wrong material went in. Foam, which anything with teeth removes and which we therefore do not use. Caulk alone. Steel wool that rusts away. A weep or a vent sealed shut so the wall stops draining. Hard mortar on soft masonry. Each of these looks like completed work on the day and fails on a different timescale.
The source is next door. On dense village blocks and in the mixed-use core, a neighboring building with open refuse handling, an untreated cellar or a broken drain keeps pressure against a sealed envelope. The seal still holds, which is why it is worth having — but the honest version of that conversation includes the neighboring property, and on this peninsula it frequently includes a different village’s administration too.
