Manhattan recorded 8,631 rodent complaints in 2025, down 15.4 percent from 10,203 in 2024. Against a population of 1,604,959, that is 53.78 complaints per 10,000 residents, the highest rate of any borough and well above the citywide figure of 37.25.
East Harlem (North) accounts for a large share of that total on its own, with 1,418 complaints at a rate of 364.88 per 10,000 residents, more than three times the next highest neighborhood in the city. Harlem (South) follows at 102.09 per 10,000 from 379 complaints. Harlem is one of the city's designated Rat Mitigation Zones, where active inspection and outreach lift reporting independently of underlying conditions. East Harlem (North) fell 33.1 percent year over year, the steepest decline among Manhattan's leading neighborhoods.

Counts come from NYC 311 service requests with a complaint type of Rodent. Neighborhood names are NYC Department of City Planning Neighborhood Tabulation Areas, matched to zip codes by population.
